Is it possible to set up family restrictions on childrens' ipads if DH and I don't have any Apple devices to set up a master account?

Just that really. DD's have got Ipad Minis after having Kindle Fires for 4 years. I loved how easy Amazon made it to set up parental controls on the Kindle Fire. What can I do on the ipads? I see there is something called Family Sharing but it requires a Master Apple ID to add the DDs' devices to. I have been able to set up an Apple ID using my PC but then I read I need to download icloud for Windows to the PC - which I tried - and we're back to square one because it asks for an Apple device.

Am I flogging a dead horse here? Can I really set up no parental controls or child restrictions on these two ipad minis if DH and I have no other Apple device?

OK - ignore the above. I think I am muddling up Family Sharing with child restrictions. Am I right in thinking I set up the ipad as if it is mine and once set up, I can add a pin number so apps can't be downloaded nor in-app purchases made without me putting in the PIN?

Yes. You need an Apple ID which you can get on their website. Then in Settings > general > restrictions you can set all the access rights and a PIN.
