Have you tried to reset by holding down the home and sleep buttons for 10 seconds? Often works even when it won't power off.

Hold down home button and power button at same time until screen goes blank and apple reappears. Should reset it.

No, force a shut down. If its already been frozen for an hour, it's incredibly unlikely to unfreeze without assistance.
