She is with vodafone but the reviews for their guardian app are pretty crap.

There's a whole ton of parental control apps in the Play store which will allow you to easily lock down pretty much any aspect of the phone.

Never bothered. Internet on her phone is like a snail in super glue.

The lap top she's had since she was six has full internet access anyhow.
