If you mean for text messaging then the default messaging application doesn't have it.
You can get them if you use a third party SMS application such as "Go SMS Pro" which is free. That has some basic ones and you can download more via an Emoji plugin for Go SMS. The downside is it will only be compatible with phones which also support Emoji and not with other (basic) phones
