We have very low fencing in our garden but cannot afford to replace it. Every time we step into our garden we 'bump' into neighbours and have to chat (alright sometimes, but not ALL the time or when you're in your PJs hanging out the washing )

So .. need some suggestions of what to do that won't cost too much money (some panels already have trellis up but nothing growing on them so not giving us privay).

When we lived in a place like this we putup 6ft posts and strung wire between them, then grew a grape vine up them, had some lovely grapes but I am sure you can get any fast growing, climbing plants.

You could add 6ft tall bamboo roll to your fencing, or reed/willow roll, but you'd need tp put in taller posts to fix it too.
B&Q and Homebase both sell various types and its not too pricey.

I agree that adding climbers such as vines/evergreen honeysuckle/jasmine will also help.
