New bay leaf leaves distorted and how to reduce cutter ant or bee damage?

What is damaging my bay leaf hedge? The leaves are curling, it's obviously some sort of bug that I haven't had time to Google. I'm hoping there is an environmentally friendly way to remove them?

Also, the new leaves on this hedging are being eaten by what I think are cutter ants or cutter bees - I've not seen any evidence of either so not sure how to remedy this. Any advice is appreciated!

I just cut off all the diseased leaves and through them away. Don’t compost them.
