Phlomis russeliana - no sign of flowering yet?

I planted 4 of these last autumn, and although have nice big rosettes now, no sign of flowers. Is this normal? I was expecting to at least see the beginning of a flower spike on one but there's nothing but leaves. Bit disappointed really as was looking forward to these! Do I just need to be patient?

What size pots were they in when you planted them? I do find they don't usually flower in the first year after planting. If they were in 9cm or 1 litre pots they might take a couple of years to get going. Mine are just coming into bloom now, in SE England
