Lining for replacement aggregate

Hello. I’m wondering if other can give their opinion: aggregate border replaced on one side using we’d suppressant fabric pegged into place and stones directly on top - looks nice clean and tidy. fh currently doing the opposite border and has decided to put soil on top of fabric instead of holding down with pegs. He’s planning on squashing the aggregate into the soil!

I think this will look a right mess when it starts raining as we will get muddy splash back. Am I wrong? I just think it will look awful and I’ve spent so many hours doing the rest of the garden.

Soil above the membrane with aggregate on top will encourage weeds, not suppress them.
