Currently ferns and ivy are thriving in said border. Any thoughts on what to plant for fence cover? Doesn’t need to be pretty.

Honeysuckle?
We have one that I’m sure I bought as a climber from Lidl, it’s in a shady patch in a small border & it’s gone mad. I don’t know what type it is but its around 9/10 feet tall and keeps growing

My Montana has done well over my fence grown in clay soil too. Comes back year after year. Honeysuckle as the other user mentioned done well. I’ve had some success with clematis but another one has been very fussy. Or Virginia creeper? I brought cheap shrubs from Lidl and Aldi and they do great.
