Will my fuschia and echinacea grow again?

I thought they’d be back this year but they’re not looking hopeful…
Anything I can do to help resurrect them?

My fuchsia has just this week started sprouting from the base, so with luck yours will be okay. Don't know about the other thing.

Fuschia looks pretty terminal. Lots of them aren't cold hardy. I have lost a couple even in the greenhouse over winter, but also have a feral one that is utterly unkillable. Nothing can resurrect a properly dead plant, but if the roots are still living, they will regrow.
