What can I plant around my rose?

I am in the process of digging up a small flower bed that is approx 1.5m in length and 1m wide. I am hoping to centre the queen of sweden shrub rose as the centre piece (which I have already planted)
My aim is a soft cottage garden look with pinks, whites, purples and blues. I have one salvia already in a 1litre pot which i want to plant but how close can I?
It's not a very big space so what else can I plant and how much space do I leave around the rose?

For reference there is a large established rosemary bush next to the bed

Should I wait a month for the rose to become more established before I plant anything else? It was only planted two weeks ago.
