How do I find decent professionals to fix my garden?

In easy steps for the clueless!

In the past I've mainly done garden work & fencing myself but I've now got a bad back and no helpers so I'll need to employ people but I don't know anyone locally to get personal recommendations.

The garden (approx 30x 20ft) is mainly weeds ( mares tail, bindweed, brambles, nettles, cleavers, couch grass etc) along with some tree saplings or suckers that have sprung up (wild plum I think) so I'd need it all properly treated so it doesn't just regrow from the roots if surface cleared. I can weedkiller myself prior but not sure if will it work.
I also need a new fence put in and the old one that's made up of junk removed.

Eventually I want a lawn (dogs) and maybe raised flower/shrub beds, pergola or sunsail stakes. I don't have any access to water with a hose so the lawn part will need timing with the weather and expect to put down something to temporarily suppress weed growth in meantime.
