New garden border full of sand/rubble

Hello - I need some advice please? Six months ago I had some decking removed (which revealed an old patio) and a new patio laid in a slightly different shape. All wonderful so far, v pleased with new patio. A new border was created just outside my patio doors, which I'm hoping will eventually look beautiful and help break up the view to the rest of the garden.

The problem - the half of the border nearest the house was originally under the old patio and is rubble/sand, and the other half (which was probably grass prior to the decking) seems to be 6" of soil then the same rubble/sand beneath. I stupidly thought I'd be able to dig out the rubbish myself but I started and quickly realised it'd take me years, so I think I need to get someone in. Would it be a job for a builder? Landscaper? Gardener? Handyman? Do I replace with just topsoil? Soil improver/compost? How deep would the decent soil need to be to support shrubs and perennials (prob not trees as closeish to the house)? Thank you!
