One of my newly planted rhubarb plants/ sprouted crowns is dying off( Timperly)

Victoria is going great guns.🤔

I had that last year with an Albert I thought at least Victoria is doing alright they where planted the same time. Albert came back this year after a feed of manure in the Autum!! So leave it be for this year I'd say and feed it in the autumn and decide next year.
My allotment neighbour kept cutting their down to the ground trying to kill it they thought they succeed and they covered it with a tarp (that's still there) it's growing through and around the tarp 😂
