Are foxes eating some of my vegetables?

I have foxes coming into my garden regularly. Yesterday evening I spotted a new one sniffing around my garden chairs and tables. I have seen another one before nap in my garden, even during the day.

When I checked on my vegetables this morning something ate most of my new pepper seedlings (most of my vegs are protected by mesh but this was in a border). It can't be slugs as the culprit cut the plant in half and ate everything but the root.

Thankfully the root is still there so hopefully it will grow back but I wonder if I can blame the foxes for this and if it means all the vegs will have to be covered with netting...

Foxes don't usually eat veg. And if the stem is bitten down it is unlikely to grow back.

It's still a tad cold and wet for peppers outdoors to be honest

Rats or mice? Birds? Birds have been at all of my stuff this year especially the pigeons.

Foxes used to dig up my carrots and leeks, I gave up with raised beds in that garden (london), going to try again in a different house and see if they are bothered as there aren't as many in this area.

A rat has eaten my allium flower buds so it could be rats or mice.
