Climbed recommendations to cover a fence up on a slope on fairly poor soil

Ivy would cope with that. I think it's a lovely much maligned plant. Or plant an elder tree or buddleia in front of the fence maybe?

Annuals or perennials? For annuals I'd go with super fast growing white and purple cobaea or colourful nasturtiums and for perennials probably a climbing hydrangea or a variegated ivy, or even a rambling rose if you can attach some sort of support wires to the fence.

How much sun does it get? I would avoid Ivy it will eat your fence.
