Temporary wire fencing round the edge? Get the right height and you should be able to reach over the top to tend, but the dog won't be able to jump high enough to get over it.

They're not cheap but they've sturdy, easily moved and have been a godsend over the years to block off various parts of the garden at times, from the pond (I clipped the panels together with releasable cable ties for extra security) to parts of the garden that had manure newly added to it and for multiple other reasons. Ddog can easily jump 4-5 foot high, but she knows that the panels are not to be jumped over.
