Saw it in a park in Oxford (UK) over the weekend and thought it was rather nice. Some type of succulent, perhaps?

Take care if you cut it back - the sap is not good for your skin, especially if you are then exposed to sunlight.
I'd always wear gloves.

Yes the sap can be used for glue.
It's a fascinating and lovely plant!

There are many varieties and sizes of euphorbia and they tend to be quite tolerant of less than optimum conditions, eg shade

It's a gorgeous plant but the sap contains latex and can cause itching (or worse) if you're allergic.

It's not great in a garden if it's a big one and you have small children that could fall over into it. As others say, the sap can be quite nasty. It is particularly grim if you get it in your eye.
