Veronica plant has no flower spikes at all!

Usually my Veronica has lots of lovely purple spikes, but this year, despite a lot of healthy green growth, the spikes are brown and dried up and have never been purple. They are just small and nondescript. What's gone wrong with them?

Got too dry just at the wrong moment I reckon.

Yes, we had a massive dry time in the early summer, so I guess that is it. I wont put it up then, and hope it flowers next year. The Hebe is just the same
