Red cabbage

I am new to gardening and growing veg.

Most of what I planted is doing well but I am wondering if there is something wrong with my red cabbage.The plants have developed large and healthy looking outer leaves but the centre where I presume the cabbage should form is tiny and shrivelled on all the plants. Is this normal and, if not, can they be rescued? They are taking up a lot of room so I would like to remove them and if they are not going to amount anything.

I'm not an expert, but ime cabbages don't start to heart up (grow the actual head in the middle) until autumn or winter. At the moment all my cabbages are massive outer leaves with nothing much inside. It's only my second year growing cabbage, but last year I had given up on them because they were like this and looking raggedy, but by the late winter (I was too lazy to pull them up) I had some pretty decent heads. Obviously timing depends of variety and I haven't grown red ones.
