raspberry root rot

I've noticed that my raspberry canes are in trouble. The leaves have started wilting from the top of the cane working down. These are summer fruiting canes.

I also have autumn fruiting canes which look like they might be have a problem too even though they've only started sprouting up.

I have done a bit of research and I think it could likely be phytophthora root rot.

The raspberries are in a raised bed constructed by a gardener who brought in the topsoil from another client's garden renovation. This was 5 years ago, up until last year the raspberries were fine, then last late summer the leaves all had black/orange mildew type dots on the underside and the leaves turned yellow too. I cut these canes down immediately at that time.

Does anyone have experience of this?

Do I have to pull all the canes up and not plant soft fruit there again?

If I can't plant raspberries there, is there something else that will do better in the same spot if I replaced the soil aswell?
