Can anyone tell me what it is? It’s my neighbours but he is neglecting it and it is dying. I want to plant some of my own

Yes it is Cotton Lavender.

It's not dying though it just needs chopping back.

I don't remember it flowering at all but I could ask my other neighbour.
Are you sure? If he has ignored it and allowed the rosemary to swamp it, might that be why it isn't flowering?

Ask if you can take cuttings and grow them yourself.
