Digging a new border

I'd like to add a border along the right-hand edge of my back garden.

Is it just a case of using an edging spade to mark the edge, and then using a normal spade to remove the top layer of soil that contains the grass, and turning it over and breaking it up a bit?

Are borders normally the same height as the rest of the lawn, or are they normally lower or higher?

That's how I've done it before - make sure you get the grass roots out though, couch grass is a swine - and then I've bought the cheapest bags of compost I can find (usually growbags) and dug that in.
