Too late to plant tulip bulbs?

I bought a pack of tulip bulbs but the ground was too hard to dig up at the time (diffing would have destroyed incumbent plants, but this is another story).

The bulbs have now started to sprout with 5mm-10mm green shoots. Am I too late to quickly pot them up in plant pots with compost?

If so, can I layer the bulbs in tiers and cover over the shoots?

And anyway, they hate being too wet when dormant, so you'll probably get away with it!
