What are these bugs and how do I get rid of them?

I've noticed these tiny shiny black beetles on my Erysimum Bowles Mauve. I am assuming the funny colouring and little holes on the foliage is due to them. How can I stop them dong more damage?

You can spray your plants with neem oil soap. Using Spinosad is another effective solution and safe for plants.

Thanks for the tip, Jomantha. Does neem oil soap already come as a spray (if so, where can I get it?) or do I need to make my own spray from neem oil by mixing it with something?

The same questions apply to Spinosad. When I google it, all that seems to come up is chewable flea tablets for dogs!
