Is it ok to plant shrubs and flowers now?

Hello everyone! I have a flower bed that's a bit of a blank canvas and am hoping to plant it with some new shrubs and flowers. I know the height of summer probably isn't the best time to be planting new things, but is it possible? I'd really like to get some colour and plants in the garden without having to wait until spring next year.

Thanks!

It's entirely possible if you are dedicated enough to keep them well watered. We too have just planted an empty bed with some perennials and shrubs but with this heatwave I'm watering twice a day when the sun has dipped down! Plant the sun loving plants now if you can.
