Can I mulch/woodchip at this time of year?

We have a very clay soil. I had meant to put wood chip on the beds in the autumn but life got in the way. Can I do it now? Is there a wrong time to do it? I'm conscious that the bulbs are already coming up.

Yes you can put woodchip down at any time of the year. Just don't dig it in - ever.
