What is this? A) shrub in my garden b) fungus(?) eating it?

Please help identify both of the above. We notice yesterday that half our our border shrub looks like it's dying and on closer inspection has this nasty affliction to its leaves. Any advice much appreciated.

The healthy side looks like this. Both are regularly watered Confused
