Delaying the planting of tulips

Hi, I need some advice: I bought some tulip bulbs online and the instructions say to plant as soon as possible. However, it is still warm-ish in these parts (Surrey). Should I go ahead and plant anyway or should I hold off till say mid-nov? And if holding off, is it better to leave it hanging in a net bag in a cool, dry cupboard or should I pot in some compost and leave it out?
Thanks!

Best to plant them I should think. If their permanent 'home' isn't ready yet, plant them in a large pot in bulb fibre or suitable compost, water well and put them outside. I don't think being a bit warm will matter, and it may not be for much longer anyway.
