I need...
A hardy perennial
That is ok in a pot
Needs little attention
Doesn't grow tall
If possible, evergreen?
Anyone know of anything that fits the bill?

plants that are hardy perennials die back down to the ground every winter, so I would not call them evergreen.

If you would like something that has leaves over winter, and doesn't need much attention, you could try;

hebes but choose a variety that doesn't grow too big;

some fuchsias are evergreen, eg fuschia

some ceanothus remain quite small

conifers

All plants in pots need watering from time to time in spring/summer, and more in hot weather; otherwise the attention they need will be to check for pests (eg caterpillars, vine weevil) and replace the top inch or two of compost and give them some fertiliser once a year or so.
