Did I plant my Dahlias too early?!

I'm a complete beginner when it comes to the garden but am trying this year! When the soil warmed up, I planted 4 dahlia bulbs - probably about 3 wks ago. Should I be seeing some sprouts by now? I'm not sure whether I planted them too early or whether I'm just being a bit impatient!

I've never grown them before either and planted 8 about 3 weeks ago, 1 is just beginning to come through. I think they just need it to warm up a bit.
