What tree that will grow quickly can I plant to deter pigeons?

Our neighbour feeds the pigeons on top of their shed from dog bowls...I am planning on planting some kind of fast growing tree that will be dense (and also stop the neighbours peering into the garden) and also grow to at least 12ft, ideally be evergreen and grow fast! Any ideas??

bay tree, it will get much bigger than that, but if you cut it off at the required hight it will stay at the hight, and it will smell lovely, and you can use the leaves.

then grow a Paul's himalayan musk rose, up it and along the fence, the most scented rose ever, great barrier, and lovely, rapid hardy grower.
