When to Prune Roses

I'm very confused as to whether I should be pruning my roses yet or not. Or should I have already done it?

I'm in the Netherlands and up until last week it was still -5c at night, so I've left them. However, I've read UK based websites which talk about winter pruning, and cutting them back in February or March.

I have two rose bushes and cut them back hard last year after reading an old thread on here (I think it was late April) and they were the best they've ever looked. I'm sure I pruned too late though as they were already showing a lot of new growth.
