vine plant, no green buds...is it dead?

My vine plant is not showing any green buds, does it mean it's dead? How is yours doing?

Mine is not looking good, but I snipped the end of a shoot today and it didn't look totally dead inside. I remember going through this agony last year, when it did eventually get going, but of course this winter has been harsher.
