Forstering in west Hertfordshire

Hello,
I am thinking about fostering, my mum has done it for many years and it's something I feel I would be good at.
Couple of questions

1. Does having your young young children effect being able to foster? I have an almost 5 and almost 3 year old

2. what are the differences between fostering for the local authority and a private agency

3. can anyone recommend an agency to approach in the west Hertfordshire area

4. is there a difference between the allowances you get from private or LA?

Oh and my husband is in the military. We do not live on the base he comes home at weekends so Monday - Friday generally I am alone, would this be a negetive?
