DBS checks

can any social worker tell me, or anyone that knows

can a social worker do a DBS check on an extended member of foster family whom she has never seen or met? Just by the person providing documents but the social worker never meeting the person in question face to face? This person will be a support to the foster family and have sole care of the child on occasions.

I have had this happen. It was my sons girlfriend. I don't use for support/childcare but the insisted she should have a dbs as she is a frequent visitor.
They sent her a link to fill in on line then I showed Sw her relevant documents when she came for visit.
