Does anyone have experience of immigration issues for foster children or know of any where you can get help/advice if you believe the LA is not acting strongly enough in the interest of the children?

From your post, it is hard to advise! Have you spoken to the Guardian if you feel LA aren't doing what they should be? Or independent reviewing officer?

There is refugee uk and asylum link but also Nyas was good for ensuring voice was heard but first stop IRO xxx

IRO or somewhere like 'voice of the child' advocacy service...
