It is not rice vinegar - made from -
water, glutinous rice, wheat bran, sugar & salt

any ideas what it would be good for? marinating? dipping? is it like soy sauce?

I did a quick search for glutinous rice vinegar and found:

either you drink it with some honey which is supposedly good for your skin,

or you use it as normal rice vinegar (opinion is divided on the Chinese web about whether they are the same thing or not ) - I use it for sushi and for dipping sauce (slice some chilli, add some sugar and salt and vinegar. It's very good with meaty things) and for pickles (for eg, pickled radish salad).
