Is this frozen beef to old?

I have a pack of frozen beef in the freezer (supermarket bought in usual plastic container) it's was put the freezer January it still looks red and healthy is it ok to eat?

I don't get the whole 3 month rule, what changes after 3 months no one seems to be able to say so I'm thinking it some supermarket ploy.

the texture starts to deteriorate so it is a quality issue rather than a safety one
