Question about vinegar and whether it should be malted or not????

OK so have seen sainsburys do a basics vinegar, the description says "no malt, still cheers up chips"

So how much different is this going to be and sorry for the stupid question

"Non-brewed condiment" is a cheap vinegar substitute, been nowhere near anything like wine or cider or brewing. Acetic acid.
