Help! My hot cross buns haven't risen...

The dough has been sitting in a metal bowl on a radiator for 45 minutes now. The recipe says to let it rise until doubled in size, about 1 hour. I don't think it's risen at all.

What do I do? Leave it? Assume it isn't going to rise if it hasn't by now?

I would give it longer before you give up, in case your yeast is just taking a long time to get going for some reason. Might your ingredients be colder than usual?
