What do I decorate my fairy cakes with?

I ahve pretty cake toppers but what do I use to stick them to the cake?

The instructions say to use white icing, dumb question but is this just icing sugar mixed with a bit of water?

Yes - get some icing sugar in a bowl, add warm water a couple of drops at a time until you have a paste.
