cocoa powder?

If a recipe says cocoa powder is that hot chocolate or do I have to buy proper cocoa powder?
I should probably know the answer but my brain is not working yet this moring

Hot chocolate powder contains a lot of sugar, so you would need more of it to get the same effect (and you'd need to reduce the amount of sugar used in the recipe).

I don'' think you can swap cocoa for Hot Choc powder. It isn't strong enough.
