steamer question f someone could explain it to me please

My mil is packing to move house & at the back of a cupboard found what I think is a steamer . . .it looks like it's made from bamboo or something similar I think, has open spaces in the bottom & a lid made of the same stuff.

My question is this . . . do I need to put anything in the bottom of it to stop what I am cooking falling through the bottom? & cn you steam fish & meat?
