19 month old toddler & milk intake

My 19mth old ds has a very poor appetite and very little interest in food. He has 4 ounces of milk (formula) when he wakes up and usually at least 8 ounces before he goes to bed. If he doesn't eat his meals (which is nearly always) I do tend to give him milk just so I know that he has had something. Does anybody know if this sounds like the correct intake of milk. I worry that I'm giving him too much and this is stemming his appetite. On the other hand, because he eats so little I am reluctant to drop the milk as it is his main form of nutrition.
