Who BUYS white pepper then?? What's it for ?

I have only ever bought black peppercorns or occasionally those mixed ones when I'm doing a steak but I really wonder who buys only white?

Is it just people trapped in the 70's??

I vaguely remember hearing on some cookery programme that usually some poor person has to shuck the black pepper for a pittance in order to make white. Might be worth checking that out before getting into the stuff. Sorry for adding a touch of gloom....
