How can you tell if wine is corked?

Just opened a bottle of red and it smells like vinegar, really nasty. It was on offer at the one stop when I bought it so it could be just really nasty cheap wine.

I haven't tried it because it smells like it might burn my stomach lining out. The cork is ok, hang on will try it...

It does taste a bit dull, although the smell has calmd down. Hard to tell whether it's baaaad or just cheap. Will ask dh when he comes in. I was going to add it to my bolognese, hey ho. Thanks for advice.
