Pearl Barley in soup - HELP!!

Just about to make a soup from leftover lamb roast and whatever root veg I have in fridge.
Want to add some pearl barley - packet says to simmer for 45-60mins. Do I have to do this before adding to soup stock? Can I not just wash and simmer in soup stock for 45-60 mins?

I usually just chuck it in with the soup and let it cook with everything else Throw it in, it will be fine.
