can I oven bake lamb chops?

have some lamb chops - actually theyre mutton. Last time I tried grilling them they were v tough. The mutton needs a very long cooking time...so will it work to leave them in a marinate for a few hours low heat in the oven?

yes it will most probably be better to cook them slowly in liquid
