can you ice a frozen cake?

Or is it better to wait until it has defrosted?

It's getting buttercream in the middle and galce icing on the top and sides.

Yes, you can ice it while it is frozen.

I wouldn't, the condensation from the defrosting cake will affect the icing. If you're in a hurry to defrost it, seal the cake well in a plastic bag with all the air sucked out (so the plastic is touching thecake) and immerse it in a big bowl of cold water.
